Pricing Information & Guidelines

All pricing submissions must be received 60 days prior to the requested effective date.

ISLD will lock prices on the 10th of each month, effective the first of the upcoming month (or the next business day if the 10th falls on a weekend).

All pricing must be verified using the ISLD Pricing Calculator.

Supplier Price Allowance (SPA)

ISLD supports SPA as the exclusive method for offering discounts. All SPA discounts are effective for 30 days per submission.

• SPA forms must be submitted 60 days prior to the requested effective date.
• Each SPA runs for 30 days.
• Two back-to-back SPAs may be submitted to achieve a 60-day continuous discount; however a separate SPA form submission is required for each month.
• The SPA discount must be a minimum of 5% in increments of $1.
• The sale price may not fall below the established category floor price.
• All SPAs must be submitted using the SPA Form SPA SUBMISSION FORM
• SPA reflects the total case discount (e.g., bottle discount × warehouse pack = total SPA amount).
• SPA discounts are fully owned by the supplier.

Important: SPAs will be automatically removed after 30 days. Do not submit a SPA simply to revert to everyday pricing.

Pricing Compliance

ISLD evaluates the following criteria to ensure compliance with pricing standards:

• FOB alignment with the targeted retail price (use Pricing Calculator)
• Product ID must be currently active (R, L, N, H, S) – Closeouts and Supplier Allocated/Gift/OTO will not be approved for promotional discounting.
• SPA limits: Max of 6 SPAs per item, per size, per calendar year
• Lined Price: All products within the same brand family, of the same size, must have consistent pricing and be included in the same SPA discount for the same duration.
• Permanent price changes must remain in effect for at least 90 days before being eligible for a SPA.
• Permanent price changes must be emailed to pricing@liquor.idaho.gov on the updated standard price quote.
• Gift Sets will not follow the pulse pricing strategy used for equity items on SPA. However, their FOB pricing should be based on the expected discounted retail price, not the equity item’s MSRP. This ensures the pricing reflects the equity discount strategy and offers strong value to the customer.

Cost Per Ounce Relationship Guidelines

ISLD requires that larger containers offer better per-ounce value than smaller ones. All pricing must be based on the 750ml size as the reference point.

1000ml (1L)       |   Must be ≤ 1.25 × 750ml MSRP
1750ml (1.75L)  |   Must be ≤ 2.00 × 750ml MSRP

Note: Sizes smaller than 700ml/750ml must have a higher cost per ounce than the 750ml reference size.

Additional Pricing Notes

• Pack/Key Changes: Submit a Standard Price Quote to ISLD Pricing 60 days prior to effective date.
• Vendor/Broker Changes: Must be submitted to CO-Purchasing@liquor.idaho.gov in writing on company letterhead 60 days prior, including the effective date and relevant contact info. Vendor changes must include letters from both suppliers; broker changes require a letter from the supplier.
